Can I use the “Total Common Shares Outstanding” from SGX’s website for the financial analysis excel sheet?
And how do I know when to purchase the stock given that it passed the checklist?

The number of outstanding shares for Singapore company can be found in the annual report. It is usually located at the back few pages called statistic of shareholding.
You have to first know what is the company average PE range and purchase it when it is discount to the average range. The discount is depend on the type of companies.

Do I have to add in the shares they offered under employees share scheme? or options? or would the number under statistic of shareholding be sufficient?
If you want to be conservative, you can include those employee share option to calculate diluted earnings
