Dividends Paid/Cash Flow Statement Excel Template

In the excel template, under CASH FLOW STATEMENT – the Dividends Paid is derived using a # of shares x dividends per share. 
You mentioned to look at the dividends declared. But this does not necessarily tally to the dividends paid in the cash flow statement as dividends declared say at end of 2017 does not get paid or reflected in the 2017 cash flow statement. Do we then tie the excel template number to the cash flow statement or to the dividends per share declared in the chairman statement? If we are looking at dividend yield then of course it is based on what is declared.
